The EBA is a leader in activity in the NACP Transparency Register

  The National Agency on Corruption Prevention (NACP) has published statistics on reports submitted by lobbying entities for the first reporting period under the Law of Ukraine “On Lobbying,” covering September to December 2025. The data is presented in the form of open infographics on the NACP’s public dashboard. According to the Register, the European Business Association ranked among the leading registered lobbying entities both in terms of the number of lobbying initiatives launched and the number of meetings held with representatives of public authorities. In particular, during the reporting period, the Association initiated 117 lobbying initiatives aimed at introducing legislative changes across various policy areas. These initiatives covered a wide range of issues important to the business environment in Ukraine. In addition, representatives of the Association held 58 meetings with senior government officials to present and discuss the relevant legislative initiatives. These results highlight the Association’s systematic and transparent work in representing business interests, as well as its active use of legal lobbying instruments предусмотрених by current legislation. We would also like to recall that the Association’s Committee on Lobbying and Transparent Policies played an important role in the implementation of the Law on Lobbying. The Committee worked closely with the NACP, particularly in clarifying the practical application of legislative provisions, and participated in joint webinars dedicated to reporting procedures for lobbying entities. The European Business Association’s Committee on Lobbying and Transparent Policies will continue its active efforts to improve the Law of Ukraine “On Lobbying” and facilitate the provision of official clarifications. The goal of this work is to ensure that lobbying in Ukraine is transparent, clear, and effective, and to establish predictable rules for interaction between business and government.
