A Unified Order for coordinating traffic routes is crucial to the business

  On March 25, 2020, amendments were made to the CMU resolution №211 to prevent the spread of coronavirus in Ukraine. Thus, the amendments imply that transportation of employees (to/from the place of work) with vehicles owned/ rented by the business is allowed provided that appropriate sanitary and anti-epidemic measures are taken, and that drivers and passengers have personal protection equipment, etc. Moreover, transportation is possible exclusively on traffic routes agreed with the bodies of the National Police of Ukraine. At the same time, according to EBA member companies, in some regions, the National Police refused to approve the routes for companies that are not in the lists of critical infrastructures approved by the respective regional state administrations. In this context, it should be noted that, first, a complete list of critical infrastructures and their activities must be specified directly by central (non-regional) executive authorities, in line with their competence, functions, and tasks. Moreover, on April 2, during a meeting with the European Business Association, Denys Shmyhal, Prime Minister of Ukraine, stated that the list of critical infrastructure will be not approved, instead, the opposite approach will be taken to make a list of infrastructure which are forbidden to work. Business understands the unprecedented situation with COVID-19, which is currently occurring around the world, and the importance of preventative measures to curb the spread of the virus and maintain public health. However, the selective and lengthy process of coordinating employee transportation routes can result in the shutdown of important enterprises that ensure the functioning of the country, provide the population with necessary products, and so on. For example, we are talking about food processing factories, food retail, etc. Therefore, the European Business Association hopes that this issue will be considered and taken into account in the work of the National Police. For now, it is very important to have a unified order for coordinating traffic routes.
