How Ukrainians Can Build the Digital State of the Future: Free Course from the Developers of Diia and eMaliatko Now Open

The course explores how digital technologies, data, and artificial intelligence are transforming public services and reshaping the relationship between governments and citizens. Today, digitalizing public services requires much more than simply moving paper-based processes online. Governments around the world are rethinking how services are delivered by leveraging data, digital infrastructure, cross-agency collaboration, and the capabilities of artificial intelligence. Ukraine is one of the most compelling examples of this transformation, with its digital services demonstrating new approaches to interaction between the state and citizens. The five lectures in The Digital State of the Future: How to Build Modern Public Services will help participants understand: how digital public services are evolving from paper government to AI-first government; how the case management approach works and why modern services are designed around peoples life events and needs; what the concept of the Agentic State is and what role artificial intelligence plays in public administration; the core principles of digital government infrastructure; how registries, digital identity systems, process platforms, and other components of a digital state interact; which roles and competencies are essential for modern GovTech teams. The course draws on both Ukrainian and international examples of digital transformation. The course will be valuable for civil servants, local government representatives, professionals working in civil society organizations and international projects, developers and managers of digital services, IT specialists, and anyone interested in digital government transformation and the development of GovTech. The Agentic State as a Proactive Government Lecture 4. What Is Digital Government Infrastructure? Lecture 5. Building the GovTech Team of the Future Upon successful completion, participants will receive a certificate worth 0.2 ECTS credits (six academic hours), which can be recognized as self-directed learning. The course materials were provided by the Ukrainian GovTech company Kitsoft, which has been developing and implementing public services used by millions of citizens for over 12 years. The company created the low-code platform Liquio, which powers the Diia portal and dozens of other government IT systems. Liquio holds a G2 security assurance certification issued by the State Service of Special Communications and Information Protection of Ukraine, confirming compliance with national information security standards and readiness to support systems with enhanced security requirements.
