Ukrainian Parliament refrains from restricting oilseed exports: the business community welcomes the decision

  On 18 June 2025, the Verkhovna Rada of Ukraine did not adopt the proposed amendments to Draft Law No. 13134, which envisaged the introduction of a 10% export duty on soybeans and rapeseed. These amendments had been included in the comparative table for the Draft Law “On Amendments to the Tax Code of Ukraine to Expand Patients Access to Medicines Procured by an Entity Authorised to Carry Out Procurement in the Healthcare Sector through Managed Entry Agreements” No. 13134 dated 25 March 2025, during its preparation for second reading. The export of agricultural products plays a crucial role in strengthening Ukraines economy and food security, creating jobs, and generating budget revenues. Given the challenging economic environment, the ongoing war, and the need to preserve export potential, such initiatives are considered risky and contrary to Ukraine’s strategic interests, potentially leading to adverse consequences. The ЕВА had previously urged the Government not to introduce any restrictive measures on the export of oilseed crops – the business community calls on the authorities to avoid imposing such restrictions.
