Military subscription of women: Updated list of qualifications and professions approved

  In brief On 1 April 2022, Order of the Ministry of Defense of Ukraine No. 35 dated 7 February 2022 (Order) came into force, according to which the list of qualifications and/or professions corresponding to similar military qualifications upon obtaining which women become subject to military registration (List) was updated. According to the Order, the List was reduced to 14 qualifications and 7 professions (compared to 35 qualifications and 76 professions in the previous edition of the List). The updated List includes qualifications and professions in the field of accounting and taxation, marketing, management, economics, finance, banking, insurance, medicine, biotechnology, etc. The Order also obligates the Commander-in-Chief of the Armed Forces of Ukraine to ensure, starting from 1 October 2022, that women who have qualifications and/or professions included in the List are registered with the military commissariats. In addition, the Order provides that given the priority needs for mobilization resources, the List, if required, may be updated annually before 1 March. As a reminder, the military registration of women does not constitute a call-up for military service. Moreover, women are not subject to call-up for military service without their consent (unless martial law is declared). Recommended actions The Ministry of Defense of Ukraine has not yet published the regulations defining the procedure for the military registration of women. Therefore, we recommend to monitor the development and publication of the relevant regulations and, once these are available, to develop a plan for implementing the Order without interrupting the normal business processes of your Ukrainian office.
