Submission of claims to the International Register of Damage for business now open

  The International Register of Damage for Ukraine has opened the submission of claims for companies that have suffered losses as a result of Russia’s full-scale aggression. This gives businesses the opportunity to officially record their damages and lay the groundwork for future compensation at the international level. The following categories are currently available for companies: C1.1 and C1.2 — damage to or destruction of infrastructure; C3.1 — damage, destruction, or loss of assets, including loss of income or business. Within these categories, businesses may claim both direct losses (destroyed or damaged property) and related losses, such as lost profits. Claims are submitted in a digital format. Importantly, the Register does not assess claims on their merits or determine the amount of damages. Its function is to record and store submitted claims and evidence. Once a compensation mechanism is launched, these claims will be transferred to the relevant commission for review and decision-making on compensation. The list of categories is expected to expand gradually, so companies are encouraged to prepare the necessary information and begin documenting their losses already. As of 2025, 52% of surveyed member companies of the European Business Association have suffered losses due to hostilities. It is hoped that the opening of claims submission for businesses will be a step towards justice and compensation for the damage and destruction caused.
