Webinar: The Profession of a Lobbyist – Reporting Requirements and How to Submit Them

Starting from September 1 of this year, the Law of Ukraine “On Lobbying” entered into force, and the NACP Transparency Register was launched, where lobbying entities are required to register. As of today, the register already includes more than one hundred registered entities, which will have to submit their first activity reports at the beginning of 2026.

Committee on Lobbying and Transparent Policies, together with EBA Management Development Centre and with representatives of the NACP, held the webinar to further discuss the questions businesses are facing in connection with the introduction of the new regulation and to try submitting a report to the Transparency Register together.

Topics discussed included:

  • What mandatory elements must be included in the lobbying entity’s report to be submitted at the beginning of 2026, and what common mistakes should be avoided?
  • What data and documents should companies start collecting now to ensure accurate and complete reporting?
  • How will the NACP assess the completeness and accuracy of reports? What will the regulator pay attention to first?
  • Are there any examples (templates, models) that companies can use when preparing their reports?
  • What liability arises for failure to submit, late submission, or inaccurate reporting, and how can businesses minimise related risks?
