A new platform has been created in Ukraine that provides information on every stage of restoration projects

  This week, representatives of the Committee on Ukraines Recovery of the European Business Association had a meeting with the Deputy for Digital Development of the head of the State Agency for Restoration and Development of Infrastructure of Ukraine, Roman Komendant. Recently, the agency has published information about the launch of the communication platform of the electronic ecosystem  DREAM (Digital Reconstruction Ecosystem for Accountable Management), which will be able to gather information on each stage of project implementation for reconstruction. Specifically, it will provide access to information not only regarding the objects undergoing restoration but also about the construction of new facilities, such as schools or nursery schools, in regions of Ukraine where a significant number of internally displaced individuals have relocated due to military actions, consequently leading to an increased demand for such infrastructure. The business has been informed that currently there are about 500 projects on the platform. The overall idea is to publish information about absolutely all projects related to the countrys reconstruction and rebuilding, not only limited to infrastructure objects and housing restoration. Currently, the relevant Cabinet of Ministers Resolution No. 1266 has been developed to regulate this matter. Coordination of the recovery process will be on a regional basis. The Agency has already established and will continue to establish appropriate regional departments that will act as service coordinators for the recovery effort. At the same time, the respective local self-governing bodies can either delegate the role of the client to the Agency, or they can carry out these tasks independently through contractors. Currently, there are at least three online resources in Ukraine that collect information about the damaged property: the Unified State Services Portal Diia, gov.ua, and the russia will pay project (damaged.in.ua). Meanwhile, representatives of the business community are interested in having the DREAM platform gather as comprehensive information as possible about all objects, including information about all open tenders, investment opportunities in the country, and more. The Agency has been informed that such functionality is currently under consideration, and they have agreed to collaborate on this aspect in the future. Additionally, the EBA has already created an Investment Map that provides an overview of investment projects in different regions of Ukraine. So far, the State Program of Housing Restoration Assistance called eRestoration was announced, aiming to support the repair of damaged housing. Under this program, the purchase of goods for housing repairs is possible through participating companies. On the other hand, businesses can participate in this program by reaching out to the Ministry of Community Development, Territories, and Infrastructure of Ukraine. On behalf of the European Business Association, we sincerely thank you for the meeting. The business community has long emphasized the need for the establishment of a unified portal where information regarding the reconstruction of destroyed or damaged objects and business opportunities to participate in the rebuilding processes could be accessed. Therefore, we genuinely hope for further collaboration!
