The standards for grain and grain products were suspended in Ukraine

  The EBA Grain & Oilseed Community is concerned about the situation that has arisen in connection with the abolition of regulations from January 1, 2022 – the GOST standards for grain and grain products. This decision was approved by the relevant orders of the Ukrainian Research and Training Center of Standardization, Certification, and Quality (SE “UkrNDNC”). Thus, the standards were suspended on December 9, 2014, as part of the Program of Activities of the Cabinet of Ministers of Ukraine. However, UkrNDNC issued orders for the renewal of some standards until January 1, 2022, for the market to work without disruption. These are: GOST 10843-76 Grain. Method for determining grain husks; GOST 10844-74 Grain. Method for determining the acidity of the mix; GOST 10846-91 Grain and products of its processing. Protein determination method; GOST 10847-74 Grain. Methods for determining ash content; GOST 10940-64 Grain. Methods for determining the typical content; GOST 10967-90 Grain. Odor and color determination methods; GOST 10968-88 Grain. Methods for determining germination energy and ability; GOST 10987-76 Grain. Methods for determining vitreousness; GOST 11225-76 Grain. Method for determining the grain yield from the ears of corn; GOST 13586.1-68 Grain. Methods for determining the amount and quality of gluten in wheat; GOST 13586.4-83 Grain. Methods for determining infestation and damage by pests. We would like to note that most of the standards are important for the grain market and are used to determine the procedure and methodology of quality control for procurement, storage, processing, transportation, and export of grain. These standards were used to determine the main class-forming indicators of grain quality for grain crops produced in Ukraine. Currently, Ukraine does not have substitutes to these GOST standards that would harmonize with international and EU standards. Thus, grain storage companies must be aware of and agree with the grain owners on regulations for determining the quality of grain during its acceptance, storage, shipment, and payments for grain products, starting from January 1, 2022 (wheat, barley, corn, sorghum, and others). However, so far, unfortunately, there are no such official standards to orient oneself. Therefore, it is important to take the necessary measures to address this situation. In particular, provide information on regulatory documents that will replace the abolished standards of the GOST group mentioned above. Besides, it is necessary to urgently extend the effect of the GOST standards by adopting appropriate resolutions of the SE “UkrNDNC” until the entry into force of regulations that will be put into effect for replacement.
