Cases of damage to telecommunications equipment have increased in Ukraine

  During the quarantine period, the cases of damage to telecommunications equipment have increased. The theft of expensive copper cables is one of the main causes of damages. Moreover, while searching the copper, the thieves also destroy fiber-optic communication lines. Thus, according to the reports for March, there were about 200 cases of theft and damage to telecommunications equipment and cable per week. Theft of equipment and the cutting of telecommunication cables lead to a partial or total suspension in providing telecommunication services, access to the Internet, which in turn disrupt the interpersonal communication with the usual communication means. In addition, damage to the telecommunications network components can adversely affect the normal operation of healthcare institutions, law enforcement authorities, public authorities, fire protection units, and other strategically important infrastructures. This issue has become even more pressing now, as, under the quarantine regime, most citizens switch to working and communicating online which implies the use of telecommunications equipment to connect to the Internet. Therefore, it is crucial to maintain the proper functioning of this infrastructure, especially during the quarantine. Besides the workflow disruptions, damaged communication lines may lead to tragic incidents. For example, someone simply could not reach the emergency services (101, 102, 103) while the damaged lines are being repaired. For this reason, the business calls on the Verkhovna Rada to adopt the Draft Law No. 2654 at the next meeting as one of the anti-crisis measures that strengthens accountability for damaging telecommunications equipment (increasing penalties to 200-400 non-taxable minimums, increasing the confinement terms in particularly serious cases, etc.) so that to protect the telecommunication infrastructure and ensure the functioning of the country, especially during the period of enhanced remote activities.
