Last year’s quarantine restrictions experience must be taken into account

  Yesterday, Kyiv Mayor, Vitaliy Klitschko, informed Kyiv residents that schools and kindergartens in the capital will be shut down from April 5, and special passes will be needed for the use of public transport. Surely, the business is disturbed about this decision, however, it understands that the current coronavirus situation does not leave any other way out. Therefore, it is now critical to take into account the experience of last years lockdown to minimize the losses of business from odious, unequal, uncontrolled, and illogical regulations. The business is mainly concerned about the system of passes, which last year, unfortunately, were distributed unevenly. For this time, it is necessary to provide a sufficient number of passes. So that those companies, that really need them, can get the passes and ensure the normal operation of the city. Businesses also have concerns regarding the illegal scheme that enables the obtainment of passes not by legal entrepreneurs, but by those who will use them for other purposes. Thus, the business emphasized the importance of ensuring clear rules and procedures for obtaining special passes, as well as the proper control of their legality. Besides, many questions remain as to which companies will be classified as critical infrastructure. With this regard, it is necessary to understand that critical infrastructure depends on the whole chain of businesses. For example, the retail industry is serviced by warehouses, security, cleaning companies, etc. Therefore, we call on the authorities to take a strategic approach to the formation of this list. Moreover, the community appeals to local authorities separately, because if the region falls into the red zone, they can impose additional restrictions. However, these restrictions must be logical and realistic considering the previous experience of odious regulations. So, for example, in the Zhytomyr region, in the city of Novograd-Volynsky, according to the accepted restrictions during quarantine, even grocery stores have to be closed. We hope that this is just a small misunderstanding and there will be no more such situations. After an annual lockdown, the margin of safety of businesses is dwindling.
