The Government adopted two important resolutions for business

Yesterday, 12 February, the Cabinet of Ministers of Ukraine adopted two important resolutions, long expected by the EBA experts, aimed at improving conditions for doing business. Firstly, the Government gave the start to the electronic excise stamp – it confirmed the changes to the Provision on production, storage, sales of the excise tax stamp and the labeling of alcohol drinks and tobacco products. It is worth to mention that in 2018 already were attempts to digitalize the procedure of ordering the stamps using the taxpayer account, however, technically it was not implemented. Therefore, business welcomes this resolution of the Government and hopes for the further steps of facilitating the conditions for doing business. Besides, the changes are required to the requisites and to the stamp design. A new stamp format will be implemented starting from 1 January 2010 and, apart from the EDRPOU code will also include a QR code and a barcode, which contains all the information available on the stamp. Secondly, the policy framework was finally approved, and it will unblock the realization of the Law “The main principles and requirements for organic production, circulation, and labeling of organic products”. In particular, it is planned to implement an electronic version of an open register of operators, certifying authorities, organic seeds and planting materials and set the procedure of its maintenance. Corresponding provisions include the Resolution, approved by the CMU on “Approving The procedure of Maintenance of operators, which produces goods in accordance with the requirements of the legislation in the field of organic production, circulation and labeling of organic products, the State Register of certifying authorities in the field of organic production and circulation of organic products, the State Register of organic seeds and planting material». In addition, the CMU agenda included other important initiatives awaited by the business, for example, a possibility to notify the tax authorities about the new employment digitally. Besides, amendments to the procedure of approval of CMU Acts, namely the conduction of inter-ministerial consultations with the forecast on the impact of the legal acts drafts, preliminary consideration of collisions at the administrative level, the simplification and facilitation of the approval process and the faster implementation of changes. We thank the Government for the dialogue and making important decisions for the business. We expect due attention to the pending issues and its early adoption.
