Ukraine has taken another step towards the implementation of a common transit procedure (NCTS)

  Last week, the Cabinet of Ministers of Ukraine adopted the Resolution № 705, which approves a number of standard documents and thus foster the implementation of the provisions of the Convention on a Common Transit Procedure to the customs legislation of Ukraine, as well as Ukraine’s accession to the new computerized transit system (NCTS). This decision of the Government facilitates the fulfillment of customs obligations under the EU-Ukraine Association Agreement and, in the long run, enables the customs authorities of Ukraine to exchange information with 35 countries in real-time. It is expected that this will reduce cargo delays at the border by increasing the efficiency of risk analysis and determining the list of necessary control procedures before the goods arrive at the customs border of Ukraine. The business community considers such a decision to be a further step towards overcoming corruption at customs. We hope that the exchange of information in real-time will resolve the issues of the customs value confirmation, which remains a problematic aspect of the relationship between the business and customs authorities. According to the European experience, the practical implementation of European integration projects, namely the NCTS, will contribute to the formation of secure supply chains, significantly simplify customs formalities for highly reputable companies and increase business efficiency by saving time and money. We thank the Government for consistent actions in improving the quality of customs procedures! It is worth reminding that the Law which defines all concepts and mechanisms of the abovementioned regime was adopted last year.
