Ukraine passes procedural changes for public procurement claims

  On 13 April 2020, the Ukrainian parliament passed upon the first reading the draft law augmenting the administration of public procurement claims by the Antimonopoly Committee of Ukraine (AMC). Currently, the AMC is overloaded with administrative complaints related to breaches of public procurement rules. The draft law states that a dedicated committee should be formed within the AMC to address these concerns. This committee will consist of AMC officials who alone will be responsible for resolving public procurement complaints. This new mechanism is aimed at enhancing the handling of the ever-increasing number of complaints on public procurement breaches.
