EBA Customs Committee in Kharkiv: Current Foreign Trade Issues

  On 8 October, an online meeting of the Customs Committee of the EBA Kharkiv Office was held with the participation of the management and specialists of the Kharkiv Customs Office. The meeting opened with remarks by Andrii Tantserov, Head of Kharkiv Customs, who focused on adapting customs procedures to the security situation and the specific aspects of customs operations under martial law. The discussion focused on practical issues related to customs clearance and currency control, confirmation of the country of origin of goods, the application of customs preferences, and safe logistics. In particular, participants discussed the procedure for submitting a customs declaration to the bank’s register after customs clearance and specific requirements for completing the declaration for the purpose of closing currency control. A separate part of the discussion focused on determining and confirming the country of origin of goods, including the required documents, their verification, the application of the Pan-Euro-Mediterranean (PEM) Convention provisions, and the issuance of EUR.1 certificates. The participants also considered the determination of the origin of goods under the Free Trade Agreement between Ukraine and Türkiye. Customs representatives provided clarifications on obtaining Authorised Economic Operator (AEO) status, including its benefits for businesses and the key requirements for applicants. Practical issues also included changing the place of delivery of goods in view of the security situation and the specific logistics challenges faced by businesses in the Kharkiv region. The participants also discussed the procedure for businesses to independently settle tax liabilities and existing tax debt related to customs clearance. The EBA Kharkiv Office thanks the management of Kharkiv Customs for constructive cooperation and open dialogue with the business community, the customs specialists for their detailed explanations on current issues, and Vira Nosova, Committee Moderator, for her support and coordination of the Committee’s work.
