EBA calls on NEURC again to review electricity price caps

02/ 11/ 2026
The European Business Association has once again addressed the National Energy and Utilities Regulatory Commission of Ukraine (NEURC), calling for economically justified price caps to be set across the organised segments of the electricity market. EBA previously highlighted the need to review price caps ahead of the heating season. The Association is now raising the issue again following the publication, on 21 October, of a new draft NEURC resolution on price caps in the day-ahead, intraday and balancing markets. According to experts from EBA’s Energy Committee, the current price restrictions may constrain opportunities for commercial electricity imports from the EU to cover domestic shortages, hinder the development of new flexible generation capacity (including gas engine, gas turbine and cogeneration units), and discourage private investment in new generation facilities. Furthermore, reviewing the approach to setting price caps is important for the further integration of Ukraine’s electricity market with that of the EU, particularly for the implementation of the market coupling mechanism. In view of this, EBA calls on NEURC to take business proposals into account when revising the draft resolution and to ensure that economically justified price caps are introduced. This would help facilitate commercial electricity imports during periods of shortage, support the development of new flexible generation capacity and strengthen Ukraine’s energy resilience.
