EBA discusses digital infrastructure resilience with the Ministry of Digital Transformation team

21/ 10/ 2026
The European Business Association held a meeting with Oksana Ferchuk, Minister of Digital Transformation of Ukraine, and her team. The discussion focused on preparing public and private digital infrastructure for the autumn–winter period. Representatives of the Ministry outlined the measures being taken by the state to strengthen infrastructure resilience and shared recommendations on how businesses can prepare for potential disruptions. The discussion also covered telecommunications, cloud infrastructure, protection against cyberattacks and improved cyber hygiene. ‘We are preparing and doing everything we can to ensure that digital infrastructure withstands this winter. The system is decentralised and resilient, but the enemy is constantly learning and intensifying its attacks. Therefore, both the state and businesses must take preparations very seriously,’ noted Oksana Ferchuk. Recommendations for businesses 1. Ensure backup power and communications. Equip facilities with generators, maintain fuel supplies and establish alternative communication channels, including Starlink satellite internet. In addition, Direct to Cell technology provides access to satellite connectivity directly from smartphones. New services for businesses are being developed using this technology, including the ability to communicate with consumers through apps. 2. Back up data. Maintain at least three copies of important information to minimise the risk of data loss. 3. Strengthen cybersecurity and cyber hygiene. Make use of the available training courses on the Diia.Education platform. The Ministry, together with the State Service of Special Communications and Information Protection of Ukraine, is also planning a series of cybersecurity workshops. 4. Take part in information and experience sharing between the public and private sectors. This will support a timely response to threats and help coordinate actions. 5. Ensure the resilience of digital infrastructure. Consider using underground premises that the Ministry makes available for lease to cloud service providers and telecommunications companies. The Association thanks Oksana Ferchuk and her deputies — Stanislav Prybytko, Vadym Konoval and Natalia Denikeieva — for their open and timely dialogue with the business community.
