EBA joins StateGeoCadastre working group on improving land legislation

05/ 11/ 2026
On 4 November, the first meeting of the working group of the State Service of Ukraine for Geodesy, Cartography and Cadastre (StateGeoCadastre) on addressing business-related issues and improving land legislation took place. The European Business Association is a member of the working group and took part in the discussion of current challenges faced by businesses when formalising land rights and implementing investment projects. Iryna Suprun, Head of the Association’s Subsoil Use Committee, drew attention to the lack of proper coordination between urban planning documentation and information on land plots and the location of mineral deposits. This creates risks of conflicts between territorial development plans and the actual location of subsoil use facilities. Furthermore, local self-government bodies do not always take existing mineral deposits, special permits for subsoil use and subsoil use facilities into account when preparing and approving master plans and other urban planning documentation. This may result in alternative land-use designations being assigned to the relevant areas, create obstacles to subsoil use activities and complicate the implementation of investment projects. In this regard, the Association’s experts emphasised the need for a comprehensive approach to addressing this issue, taking into account the specific characteristics of the extractive industry. The Association appreciates the opportunity to participate in the working group and will continue engaging with StateGeoCadastre and other public authorities to develop practical solutions aimed at removing land-related and urban planning barriers for businesses and creating predictable conditions for the implementation of investment projects in Ukraine.
