Business in Frontline Areas: Grants, Preferential Financing and Recovery Programmes

  On 7 October 2026, a meeting of the Legal Committee of the European Business Association’s Kharkiv Office was held with the participation of experts from Prykhodko & Partners Law Firm. The discussion focused on financing instruments available in 2026, grant programmes, preferential lending, war-risk compensation mechanisms, and recovery programmes. The participants reviewed the Vlasna Sprava 2.0 (Own Business 2.0) grant programme, including updated funding terms of up to UAH 2.5 million for starting and scaling a business, a new bonus system, and additional support for entrepreneurs from frontline regions. A substantial part of the discussion focused on grants for processing enterprises: up to UAH 8 million for establishing and developing production facilities and up to UAH 16 million for restoring damaged production capacity. Particular attention was paid to special co-financing terms under which the state may cover up to 80% of a project’s cost. The participants also discussed the state war-risk compensation programme, a mechanism designed to protect business assets, with compensation of up to UAH 30 million available subject to the programme’s eligibility requirements. The discussion also covered preferential lending opportunities under the 5-7-9% programme, special lending terms for businesses operating in areas exposed to elevated war risks, financing for the restoration of damaged property at an interest rate of 0.1% for the first two years, and credit support for major investment projects. A particularly practical part of the meeting addressed the Tochka Opory (Point of Support) programme, which provides compensation for part of employers’ salary expenses and the unified social contribution (USC). This support can help businesses retain employees during periods of forced downtime and recovery. The participants also explored state support opportunities for the agricultural sector and international grants, including funding for the development of orchards and greenhouse farming, compensation of up to 40% of the cost of Ukrainian agricultural machinery, and opportunities to secure international assistance for small and medium-sized enterprises. Particular attention was given to the practical aspects of obtaining funding, including programme eligibility criteria, territorial restrictions, co-financing requirements, business reputation checks, and common reasons for grant application rejections. For businesses, it is essential to understand which instruments are available to a particular enterprise, how to prepare an application properly, and how to minimise the risk of rejection.
