Transparency & Lobbying Gathering: The future of lobbying in 2025

  The European Business Association hosted its annual GR community gathering, Transparency & Lobbying Gathering, on December 11. This event brought together public relations professionals, civil servants, and business leaders to discuss the future of lobbying as Ukraine prepares for the Lobbying Law, set to take effect in 2025. This law will formalise lobbying as a profession and establish new standards for the GR community. Svitlana Mykhailovska, Deputy Director for Advocacy at the Association, opened the evening by reflecting on the evolution of lobbying in Ukraine over the decades. She expressed gratitude to the EBA team, committee heads, active companies, and government partners for fostering transparent dialogue. In 2024 alone, the EBA handled 216 collective and 159 individual advocacy initiatives, with success rates of 73% and 88%, respectively. Denys Maslov, Head of the Verkhovna Rada Committee on Legal Policy, highlighted lobbying as a transparent tool for businesses to represent their interests, emphasising that the new law aims to reshape communication and interaction between policymakers and businesses rather than impose restrictions. Danylo Hetmantsev, Head of the Verkhovna Rada Committee on Finance, Tax, and Customs Policy, praised the EBA’s efforts, noting their positive impact on businesses, the state, and society. In 2024, the EBA established the Committee on Lobbying and Transparent Policies, uniting lobbying professionals, GR specialists, lawyers, and key stakeholders to promote transparency and accountability in business-government interactions. Felix Zinchenko (DTEK), co-chair of the Committee, highlighted the emergence of a new sector—lobbying. He emphasised that the EBA’s Committee includes companies prioritising reputation and transparent government interaction, with a goal to develop practices matching international standards. Artem Freiuk (Kyivstar), also a co-chair, stressed the importance of redefining lobbying as transparent influence grounded in civilised approaches and global best practices. He is confident that positive changes in this direction will soon become evident. The event’s partners, Arzinger Law Firm and Philip Morris, also shared their perspectives. Andriy Pidhainyi, Partner at Arzinger, announced the launch of Arzinger Lobbying Solutions, dedicated to drafting and advocating legislative acts. Mykhailo Polyakov of Philip Morris expressed optimism about the expansion of the professional lobbying community and its commitment to open, transparent communication with stakeholders.
