  On 2 August 2011, the President of Ukraine signed the Law on State Land Cadastre No 3613-VI dated 7 July 2011 (hereinafter – the Law), registered in the Parliament as Draft Law No 8077 on 4 February 2011. The EBA consistently stressed that the underdeveloped legislation base regulating Ukraine’s land market is one of the most essential barriers to investment in our country and proper lawgiving steps in context of land relations should be taken. Among such steps the EBA outlined the adoption of the Law of Ukraine on Land Auctions, the Law of Ukraine on Land Market and the Law on State Land Cadastre, the latter being initiated by the Government in response to consistent lobbying efforts of business community. Besides, in the appeal to the President of Ukraine in March 2010, the Association pointed out that the underdeveloped legislation base regulating Ukraine’s land market (in particular, absence of the separate Law on State Land Cadastre) is one of the seven key areas that the business community considers to be the most problematic and that negatively affect the overall assessment of the business climate of our state. The Law settles the rights of land owners and users of land, rules of land use, planning and price. Among the novelties are: formalisation of procedure regulating state registration of land plot; definition of the list of documents for land planning and land evaluation that serve as grounds for admittance to State Land Cadastre; stipulation that analysis and reception of respective documents is conducted solely by local territorial land relations executive authorities.
