Ukraine will introduce incentives for the employment of people with disabilities in 2022

  This became known to the EBA representatives during the first meeting of the Barrier-Free Council, which took place last week under the chairmanship of the Prime Minister of Ukraine - Mr. Denys Shmyhal, and with the participation of the First Lady - Mrs. Olena Zelenska. The meeting discussed priority initiatives from 15 ministries in each of the six barrier-free areas, which will be included in the Action Plan for 2021-2022 as a part of the National Economic Strategy. In particular, by facilitating the employment of people with disabilities. These are fulfilling the quota for employment, providing social support at the workplace, creating opportunities for internships at companies in the relevant profession, technically equipping the existing workplaces with assistance from the state, etc. However, all of these measures will be implemented in vain if key reforms to create a barrier-free space are not carried out in Ukraine. Thus, it is necessary to introduce the International Classification of Functioning, Disability, and Health instead of the current contradictory Medical and social expert commissions (MSEC). In this way, the system can move from defining disabilities of the person to creating conditions for the realization of these potentials, ensuring transparency, and revising protection of the disabled, as well as physical accessibility of buildings and transport. All these proposals are already envisaged in the draft action plan and, we hope, will be included in its final version. The next step will be the approval of the draft Action Plan with proposals and a certain financial part. This is expected to be done in July at the next meeting of the Barrier-free Council.
