Simplification of registration for new and used cars

Author: компанія Dynasty Law & Investment On August 6, 2023, changes approved by CMU Resolution No. 437 dated May 2, 2023, which were introduced to simplify the vehicle registration procedure, entered into force. In particular, the main changes concern the rules of primary and secondary registration of cars, as well as the issuance of transit numbers: From now on, at the request of the owner, it is possible to carry out the initial state registration by the seller of the vehicle, i.e. directly by the car dealer. To do this, you need to submit an application, in accordance with the sales contract, specifying the conditions for taking registration actions, a package of documents for registering a new vehicle, and a power of attorney. Transit numbers are closely related to the initial registration, and therefore, according to the resolution, if the car is not delivered to the place of state registration on its own, the buyer may not receive such a license plate. Transit numbers will be required if the buyer decides to go to the territorial center of the Ministry of Internal Affairs and complete the registration on his own. As for the secondary market, in order to register a car, the buyer does not need to draw up a notarys power of attorney to register the car - for this, it is enough to specify the authorized person who will perform the registration directly in the sales contract. Therefore, buyers of a new car have the opportunity to pick up an already registered car from the showroom, which will significantly save time. In addition, there is no need to pay for the services of a notary, because now it is enough to draw up a power of attorney on the spot using the Unified State Register of Vehicles in electronic or paper form. Therefore, according to the decree, the Government has simplified the procedure for registering cars, in general, the buyer saves time and money.
