The VR Committee will review important draft laws for business today

  The meeting of the Verkhovna Rada Committee on Finance, Tax and Customs Policy will take place on September 6. Thus, 13 draft laws identified as major for review at the meeting, 8 of which conceptually supported by business. The business community has always talked about the need for detinization of the Ukrainian economy and creating equal opportunities for doing business. That why we have repeatedly drawn attention of public authorities to the problem of smuggling and illegal import. These phenomena not only distort competition, but also complicate the proper protection of consumer rights and cause significant damage to the state budget of Ukraine. According to a recent study of Ukraine Economic Outlook, the annual volume of smuggled shipments to Ukraine is about $ 10.8 billion a year. Therefore, generally, business community supports legislative initiatives aimed at overcoming the problem of illegal import and welcomes the registration of the above-mentioned initiatives in Parliament. For example, draft laws 1053 and 1073 on the use of PPOs and the deduction of payments in trade and services anticipate gradual enlargement of the compulsory use of cash registers, the possibility of using modern technologies for accounting in parallel with traditional cash registers. Besides, developing motivation for buyers to facilitate compliance with legislation through the introduction of a so-called mechanism of cashback (compensation to the consumer of the value of purchased goods in case of detection of irregularities in the sale of goods), as well as an increase in penalties, in particular for failure to issue a fiscal check, which is currently UAH 1. Moreover, this initiative will not only encourage buyers to receive fiscal checks, but will also help improve consumer protection. As currently, the availability of a fiscal check is a prerequisite for consumers to receive warranty service of household appliances. The European Business Association has supported and supports steps aimed at combating the shadow economy, as well as making it cheaper for businesses to keep track of their activities. In the near future, the business community will send detailed comments on each document. At the same time, proposals have already been submitted for some draft laws. So, hope that the voice of business will be heard and the fight against the shadow economy will bring tangible results.
