What should businesses know about USAID’s activities in Ukraine

    On April 22, the European Business Association held a meeting with the USAID/Ukraine Mission to get an overview of USAIDs activities in Ukraine as well as cooperation opportunities for businesses, and practical tips on how to work with USAID. USAID’s activities in Ukraine are aimed at fostering economic growth through the enhancement of digitalization, competitiveness, access to finance, as well as infrastructure, and long-term energy transformation support. Through various projects, USAID facilitates reforms in the field of anti-corruption and good governance, health system, business climate growth, etc. During the full-scale Russian invasion of Ukraine, USAID initiatives are additionally focused on humanitarian assistance and stabilization efforts, securing vulnerable energy systems and farmers/agricultural export support. Simultaneously, USAID offers funding opportunities for businesses in Ukraine through acquisition and assistance mechanisms. Generally, USAID funding is awarded through a competitive process. Working with a prime implementing partner as a sub-awardee on subcontracts and/or subgrants is often the best way to start with USAID.  Acquisition means the purchase of goods and services through a contract. USAID contracts available for bidding are posted as Requests for Proposals (RFPs) at https://sam.gov/. Assistance includes financial support from the U.S. Government to an organization, through a grant or cooperative agreement, to help carry out a project that benefits the community. USAID cooperative agreements and grants are posted as Notices of Funding Opportunities (NOFOs) at https://www.grants.gov/. Additional partnership opportunities with USAID include: Advocacy (for example: promoting an improved business climate, such as anti-corruption measures, streamlined trade & investment procedures, regulatory reform, and prioritized public expenditures); Co-Funding Opportunities (developing and implementing, for example, joint agriculture investments or market-based approaches to increase access to finance); Subcontracts and Subgrants (partnering directly with a USAID “prime” partner implementing an ongoing program, as mentioned above).  Up-to-date information about current and future USAID funding opportunities is available on the Business Forecast platform. The information is updated daily and can be searched through different filters, including sector, location, and award types. Be sure to sign up for quarterly calls where you can learn more about current and upcoming partnership opportunities.
