It will be simpler for companies to employ people with disabilities

  Thus, the state plans to create a mechanism for employers to comply with standards for the employment of persons with disabilities by ordering services or goods from companies owned and operated by persons with disabilities. The list of such organizations can be found in a special register of companies that provide social services, employ people with disabilities or provide them with employment. These and other innovations envisaged in the Action Plan for 2021 and 2022 for the implementation of the National Strategy for the Barrier-free Environment in Ukraine for the period up to 2030, which was approved by CMU Resolution №883-r of August 4, 2021. Besides, it is planned to digitize certain administrative services. Instead of paper media, an electronic form will be introduced for the registration of employers in the territorial branches of the Social Protection Fund for Persons with Disabilities and the submission of reports on the employment of persons with disabilities. They also plan to optimize the activities of the Social Protection Fund for Persons with Disabilities in terms of increasing the transparency and openness of all processes and procedures, as well as the targeted use of funds for measures to promote the effective employment of persons with disabilities. The main proposals of the business community were included in the final version of the Action Plan, and the European Business Association is grateful to the Government for this. Moreover, the above-mentioned changes are proposed to be enshrined at the level of relevant regulations. In fact, the Verkhovna Rada has already registered at least 5 draft laws aimed at achieving economic barriers in terms of increasing the employment of people with disabilities. Each of them contains certain progressive provisions, but so far none of them, according to the EBA member companies, fully meets the goals set by the National Barrier-free Strategy. That is why we hope that work on consolidating all documents into one draft law will resume in September.
