Working Meeting with the Main Department of the State Tax Service in the Odesa Region on Compliance with Tax Legislation to Prevent the Blocking of Tax Invoices

    The EBA Southern Ukrainian Office continues its active work in fostering a transparent and efficient business environment in Ukraine. On February 19, 2025, representatives of EBA Odesa participated in a working meeting with the Odesa Regional Tax Service. The discussion focused on key issues related to tax compliance to prevent the blocking of tax invoices.  The central topic of the meeting was determining whether businesses meet or fail to meet risk criteria and the consequences of such assessments for companies. Representatives of the Tax Service provided explanations on:  The methodology for assessing business risk and key factors influencing this evaluation.  How businesses can prepare for inspections and ensure compliance with tax authority requirements. Practical steps to minimize tax risks and avoid misunderstandings.  Special attention was given to potential changes in the criteria for blocking tax invoices, simplifying documentation requirements for their unblocking, and the need for greater transparency in the complaint review process. The discussion also covered the unification of tax tables and expanding submission opportunities for companies that have not yet faced invoice blocking but may be at risk.  The meeting was also an opportunity to welcome the new head of the Odesa Regional Tax Service, Yuriy Yaroslavovych Hurskyi. We appreciate the openness of the Main Department of the State Tax Service in the Odesa Region to dialogue and the initiative to hold such meetings, which contribute to constructive discussions on important issues and improve business conditions. We look forward to productive cooperation and the development of effective mechanisms for interaction between businesses and tax authorities at the local level.
