Business has set environmental priorities for 2021

  In 2021, climate change will be a key topic in international politics and will have a decisive impact on the development of both the world and Ukrainian economies. Aware of this aspect, the conscious transparent business operating in Ukraine has identified the TOP-9 priorities which will play a significant role in shaping Ukraines environmental policy for the coming years. Most of the business environmental priorities are one way or another aimed at supporting sectoral initiatives that reduce greenhouse gas emissions. At the same time, we hope that the state will create appropriate incentives that enable the business to continue to develop and promote Ukraine′s economic growth. Thus, the identified priorities are as follows: Reducing greenhouse gas emissions, namely, setting a realistic goal within the framework of the second National Defined Contribution of Ukraine to the Paris Agreement; developing a road map and identifying sources of funding for Ukraines activities within the framework of the European Green Deal; controlling the pilot launch and the first results of the MRV, as well as the development of draft legislation necessary for the launch of the quota trading system in test mode; Reforming the environmental finance and taxation system (rational use of funds). Improving the legislation on environmental impact assessment, particularly, in terms of the development and approval of guidelines for the preparation of reports on EIA, as well as the application of EIA to projects implemented on the territory of the Emerald Network. Reforming the state environmental control as proposed in the draft law №3091 with the emphasis on quality and minimization of abuses by representatives of the environmental inspection. Reforming the industrial pollution control. The business continues to insist on the publication for public discussion of the draft list of best available techniques and management methods and the completion of the relevant draft law given the current economic conditions. Developing alternative fuels which also includes the development of legislative regulation of mechanical recycling of waste and stimulation of biomass fuel use. Implementing the waste management reform in terms of incentives for the use of industrial waste as a raw material (for example, for asphalt production). State support for projects on eco-modernization and energy efficiency in the industry. Promoting the principles of sustainable development in Ukrainian companies. Last year, the business started to work in this direction and achieved the following key successes: - resumption of issuance on environmental impact assessment conclusions (EIA) during the quarantine period by adopting the Law of Ukraine №733-IX. - launch of a system of monitoring, reporting, and verification as the first stage of the market for greenhouse gas emission allowance trading by approving the necessary regulations). - preparation of a Position Paper on Ukraines participation in the European Green Deal and promotion of the position on non-application of the border carbon adjustment mechanism to Ukrainian exporters in the EU by the government. - creation of preconditions for state support of large investment projects in the field of waste management and eco-modernization of companies by adopting the draft law №3760 in the second reading. Thus, the identified priorities are as follows:

  1. – preparation of a Position Paper on Ukraine’s participation in the European Green Deal and promotion of the position on non-application of the border carbon adjustment mechanism to Ukrainian exporters in the EU by the government.

– creation of preconditions for state support of large investment projects in the field of waste management and eco-modernization of companies by adopting the draft law №3760 in the second reading.

However, the European Business Association sincerely hopes for even more fruitful cooperation between the business and state authorities in tackling environmental issues in the new year!
