Program for the restoration of areas affected by hostilities

  Author: Kostiantyn Hyrov, partner of Dynasty Law & Investment According to the monitoring of the Ministry of Regional Development of Ukraine from February 24, 2022, as a result of full-scale Russian aggression, Ukrainian cities and infrastructure were severely damaged (destroyed more than 18 thousand infrastructure facilities, including enterprises, hospitals, schools, private homes , roads, main tracks and railway bridges). So today, our country needs development and development more than ever. In view of this, the Verkhovna Rada of Ukraine has already adopted the draft Law №7282 of April 13, 2022, which amended some laws of Ukraine on priority measures to reform the field of urban planning. The provisions of this Law: ✅ a new special type of urban planning program called the “Integrated Rehabilitation Program for Settlements / Territories” is being introduced, which will define measures to ensure the restoration of settlements / territories damaged by enemy shelling and bombing. ✅ determine the regulatory procedures for the location of buildings and their complexes, temporary purpose and establish legislation on new construction and reconstruction of buildings intended for temporary residence of victims of hostilities, as well as the location of production facilities on new production sites relocated due to hostilities occupiers. ✅ legislative preconditions are created to improve the procedure of inspection of objects (property) damaged, destroyed or lost as a result of armed aggression of Russian troops, as well as to establish features of development, approval, registration and amendments to building codes, their entry into force and recognition as such, repealed or not applicable during the Decree of the President of Ukraine №64 / 2022 of February 24, 2022. In conclusion, it can be emphasized that the adoption of this Law will allow for comprehensive measures to restore settlements affected by enemy shelling and bombing, in particular in terms of providing Ukrainian citizens who have lost their homes with proper living conditions.
