EBA representatives meet with the Chairman of the Parliamentary Committee on Legal Policy and the Head of the NACP to discuss the importance of improving the Law on Lobbying

  On 23 October, a working meeting took place between the Board of the European Business Association’s Committee on Lobbying and Transparent Policies, Denys Maslov, Chairman of the Verkhovna Rada Committee on Legal Policy, and Viktor Pavlushchyk, Head of the National Agency on Corruption Prevention (NACP). During the meeting, participants discussed the importance of amending the Law of Ukraine “On Lobbying” to improve its provisions and ensure more effective and transparent regulation in this field. The European Business Association supports the legislative regulation of lobbying as a means of promoting transparent interaction between business and the state. At the same time, the current version of the Law requires improvement, as existing requirements are overly bureaucratic and do not provide incentives for the legal registration of lobbyists. Among the key proposals put forward by the business community are: clarifying basic concepts (“lobbying”, “commercial interest”, “subject of lobbying”) and clearly defining the scope of the Law; simplifying reporting and improving the Transparency Register, where feasible; introducing new rights and incentives for registered lobbyists, such as the right to submit “lobbying requests”, similar to legal inquiries. The EBA is convinced that improving the legislation will contribute to the development of an open and competitive economy and will strengthen trust in the institution of transparent lobbying in Ukraine. The European Business Association expresses its sincere gratitude to Denys Maslov and Viktor Pavlushchyk for their productive and consistent cooperation with the EBA in building transparent regulation of business-government interaction.
