The enforcement of the Rotterdam Convention and building capacity to counteract illegal trafficking of chemicals

The project specific objectives are: to develop and enforce a viable national policy on the prior informed consent (PIC) and information exchange in the frame of the Rotterdam Convention, to develop and enforce a national framework to detect and prevent Illegal trafficking of pesticides, with focus on pesticides subject to the provisions of the Rotterdam Convention, and pesticides for fumigation. The project results will include: An operational interagency working group on the Rotterdam Convention, which would formalize the procedures for the Convention implementation in Ukraine and address numerous existing gaps in its enforcement (e.g. the intersectoral communication, submission of the import responses, notifications on final reglatory actions). Developed capacity to counteract illegal trafficking of the pesticides subject to the Rotterdam Convention procedures, and pesticides for fumigation. This will be done by conduction of a train-the-trainer and training workshops, drafting a concept for an interagency tracking e-data system, and development of rules for application of the pesticides for fumigation Institutional strengthening and raised awareness on the Rotterdam Convention and the risks of illegal trafficking of chemicals, which will be done by development of an e-learning module on the Rotterdam Conventon and an institutional strengthening / awareness campaign on illegal pesticides in two pilot oblasts of Ukraine.
