Planning, moving beyond: how Ukraine can solve the problem with rail transportation

30/ 12/ 2021
Ukrainian business keeps on expecting prompt actions regarding rail transport reforms. The feasibility of transportation planning for a 12-month horizon and market de-monopolization are the focal issues here. Ukraine, as one of the largest world’s grain exporters, has something to look forward to in this respect. But even with account taken of the current realities, which are still lagging far behind Western standards, there is a trend to improvement. Kernel, applying innovative digital solutions, has succeeded in bringing the volumes and quality of rail transportation to a new level. Due to its automated grain cargo handling system, Kernel can be flexible in the formation of routes and supply chain planning. Cooperation with Ukrzaliznytsia in terms of fixed schedule of grain cargo transportation can be a positive case in this direction. The threads of Ukrzaliznytsias schedule logically continued the companys software product for the formation of stepped routes. As this test project with scheduled train traffic has shown, Kernel’s grain storage and handling system is able to ensure the required planned nature. In the long run, Kernel wants to create a global logistics platform. It will unite all links in the grain supply chain from the field / warehouse to the ship and even to the point of delivery of grain to the end customer / buyer. But theres one hitch: putting it into action entirely without access to Ukrzaliznytsia’s operational data on the process of railway transportation. This should be the next step towards building-up efficient scheduled railway transportation. At the same time, it is necessary to watch out for competition protection in the rail market. New Law “On Railway Transport of Ukraine”.
