Online Meeting between Businesses and the New Leadership of Odesa Customs: key issues and recommendations

  On November 21, 2024, the Southern Ukrainian Office of the European Business Association (EBA), in collaboration with the Association of International Freight Forwarders of Ukraine (AMEU), hosted an online meeting with the new leadership of the Odesa Customs Office of the State Customs Service.  The event featured Acting Head of the Odesa Customs Office, Andrii Mykolaiovych Koliver, and welcomed participation from key figures in the business community, including Oleksandr Lazarev, Head of the Coordinating Council of the Southern Ukrainian Office of the EBA; Viktor Berestenko, President of Association of International Freight Forwarders of Ukraine (AIFFU); Halyna Vdovina, Head of the Public Council under the State Customs Service; and Dmytro Serhiienko, Regional Representative of the Association of International Road Carriers of Ukraine in the Odesa and Mykolaiv regions.  Participants had the opportunity to ask pressing questions and receive specific recommendations for resolving individual cases.  Key topics discussed included:  Forms of direct and indirect representation, as well as the documentation required to confirm their authority.  Resolving issues related to “abandoned transits.”  The feasibility of conducting customs control procedures at checkpoints for goods transported within the same customs zone.  Optimization of customs control processes and cargo clearance through the Odesa Sea Port (OMTP).  Passage of vehicles classified as humanitarian aid for the Armed Forces of Ukraine, along with the main challenges during customs inspections.  The meeting served as a vital platform for open dialogue between businesses and government authorities. Such a format fosters mutual understanding and enhances the efficiency of customs procedures.  The European Business Association extends its gratitude to the leadership of the Odesa Customs Office for their constructive approach and readiness to cooperate with the business community.
