New employee booking procedure: an algorithm for IT companies

  On February 14, the EBA IT Committee met with experts from the Ministry of Digital Transformation of Ukraine to discuss the new procedure for booking employees of IT business, as defined by CMU Resolution No.76. Thus, the Ministry presented a new algorithm for booking IT specialists and cleared up concerns. Starting from January 31, a new employee booking algorithm for companies, that do not fulfil the mobilization task, has been in place in Ukraine, which allows reserving up to 50% of employees liable for military service. The main novelty of CMU Resolution No. 76 for the IT industry is the inclusion of the criterion Diia.City residency as the criteria for determining companies, institutions and organizations that are critical to the functioning of the economy and ensuring the livelihoods of the population during martial law. This is an important amendment for the entire IT industry, as due to the specifics of the industry, meeting the requirements of 3+ criteria from the list, without taking into account residency in Diia City, is quite a challenge. Therefore, we are very grateful to the Ministry of Digital Transformation for supporting the industry in this context and implementing the criterion related to Diia City. During the meeting, the Ministry of Digital Transformation representatives shared a detailed presentation on how, where and in what order to apply for employee booking (the guide is available here). It is worth noting that the Ministry of Digital Transformation is currently finalizing the criteria for determining an enterprise as crucial for a sector of the national economy. They have to be established by the ministries responsible for specific sectors, so we expect such criteria to be published in the near future. Regarding the timeframe for reviewing cooking applications, the representatives of the Ministry of Digital Transformation assured us that they would try to provide feedback as fast as possible (within a week), for which we are grateful once again, but at the same time, it should be understood that in case of excessive workload (i.e., a huge number of applications), these timeframes may increase.
