There is an urge for new procedures for reserving employees – business asks to start their development

  This week, the President of Ukraine signed draft law #7687 on amendments to the legislation on the reservation of persons liable for military service during mobilization and wartime. The European Business Association actively supported that document. It should be reminded that the document is aimed at improving the reservation system, particularly, the abolition of the need to obtain a mobilization assignment for booking an employee. Besides, it is envisaged that the procedure and criteria for the reservation of persons liable for military service should be determined by the Government in a separate document, for the development of which 2 months have been allocated. Particularly, it is about the procedure and criteria for reserving employees critical for the functioning of companies, the list of critical industries, possible % of reservation of employees, etc. Therefore, the business community hopes that the development of these documents will begin soon. At the same time, the relevant ministries (which will develop procedures for each industry) will involve representatives of the community in their development to clearly spell out all the rules. Moreover, it would be extremely useful not to delay this process, but, if possible, to develop the relevant procedures more quickly. Because the situation, especially in some industries, is extremely critical. For example, in the energy sector, employees work 24/7 to restore and adjust damaged infrastructure. Therefore, the presence of most of the staff at the enterprise is critical to make the recovery process faster. Moreover, in such critical industries as energy, the percentage of possible reservations should be more than 40%, so that the country can keep the energy front because most of the industryl workers are men. Also, business is looking forward to another equally important decision, namely the launch of the EBusinessTrip project, which would enable entrepreneurs to make short-term business trips abroad. The EBA fully supports this initiative and is looking forward to its launch, because, given the current situation in the country, businesses report that it is sometimes difficult to hold even online meetings due to communication difficulties. Therefore, the possibility of short-term travel abroad is now even more timely –  to continue the business processes and interaction with international colleagues. During the EBA Annual General Membership Meeting 2022, Deputy Minister of Defense of Ukraine Hanna Malyar joined the event and she agreed to have a separate meeting to discuss in more detail the issues of reservation and mobilization. Therefore, we sincerely hope for further dialogue and consideration of the EBA proposals on the above issues!
