New transport restrictions do not apply to business-owned vehicles

17/ 03/ 2020
Yesterday, March 16, the Cabinet of Ministers of Ukraine adopted the Resolution №215, which establishes a ban until April 3 for all regular and irregular carriage of passengers by road in suburban, intercity, interurban (intraregional and interregional) traffic (except for cars). In this regard, companies had questions about the organization of transportation of employees during this period. According to the operational information of the Ministry of Infrastructure of Ukraine, the transportation of employees in vehicles owned by the companies falls under the category of regular special transportations. Thus, the Resolution does not apply to the transportation of employees (to/from the place of work) in the business-owned vehicles. The EBA is also waiting for the official clarification on the interpretation of this provision.  At the same time, drivers of such vehicles are obliged to carry with them a list of documents established by the Law of Ukraine On the Road Transport and provide them at the request of the officers of the National Police of Ukraine and the State Transport Safety Service.  For a road carrier - license; contract with the customer of transport services; passport of the route; a document certifying the use of the bus legally; other documents stipulated by the legislation of Ukraine. For а bus driver - the drivers license of the relevant category; registration documents for the vehicle; route map; schedule; other documents stipulated by the legislation of Ukraine.
