The VRU Committee on economic development has approved the final version of the draft law “On the Timber Market”

  The Woodworking and Furniture Committee of the European Business Association welcomes the decision of the Verkhovna Rada Committee to adopt Draft Law No. 4197D On the Timber Market. This draft law establishes the legal, economic, and organizational framework for the sale of unprocessed timber and fuelwood on the timber market, ensuring the needs of market participants are met based on the principles of free and fair competition and sustainable forest resource use. The EBA’s experts support the adoption of this draft law, as the final version incorporates the following business proposals: The cascading principle for timber exchange auctions, allowing both price increases and decreases in the starting price, which fosters competitiveness. Continuation of the moratorium on the export of unprocessed timber, enabling domestic processing companies to further invest in production, hire more employees, and increase tax contributions. Priority purchase rights for domestic processing companies at timber exchange auctions, protecting local manufacturers from potential market abuse by other participants. The draft law now awaits a second reading in the Verkhovna Rada of Ukraine. The EBA’s experts have been actively engaged in discussions within the working group preparing the draft law, as well as in other related events, advocating for an edition that meets the interests of both businesses and government institutions. The European Business Association expresses its gratitude to Dmytro Natalukha, Head of the Verkhovna Rada Committee on Economic Development, and Bohdan Kytsak, Member of Parliament, for their dedicated work on the draft law.
