EPAM Team Joins Development of Lviv Resident Portal

  The Ukrainian office of EPAM Systems, Inc. (NYSE: EPAM), the worlds leading provider of digital platform and software development services, has become the official software developer for an upgraded Lviv Resident Portal. The outcome of this cooperation between EPAM and the Lviv City Council will be a modern digital solution which will help city residents receive needed administrative services without leaving home – something that is especially important in the new reality. There is a great demand from residents for this format of services. During the quarantine period, we have seen the importance of alternative opportunities for ordering and receiving services. In fact, in the Lviv Tomorrow program, we have focused on the development of electronic services, because now it is a crucial issue. After all, not only are large organizations or businesses currently asking for alternative ways to submit documents – but ordinary residents are too. So I am very happy that this project is happening, said Valentyna Bartoshyk, Director of the Administrative Services Department of the Lviv City Council. The new Lviv Resident Portal will be a completely revised version of the portal ‘Personal account of a Lviv resident’ (egov.city-adm.lviv.ua/), which has been in use since 2015. The present version of the personal account portal was created with significant limitations in resources, so its functionality is quite restricted. Plus, the technologies used for its development are already obsolete, which makes it difficult to update this product. In addition, the main function of the portal – receiving applications from citizens and providing information on the status of the processing of these applications – is currently performed manually, which is an inefficient use of resources, leads to duplication of functions and requires a lot of time to complete. The new solution should eliminate these shortcomings and, importantly, simplify further expansion of the functionality of the personal accounts of Lviv citizens. The tender for the selection of the portal software developer was announced in May 2020. According to the terms of cooperation, the winner of the competition  –  the Ukrainian office of EPAM  –  will develop that part of the portal which is responsible for providing administrative services in electronic form. The companys experts will implement modern technical and software solutions, conduct testing and support the operation of the portal for 6 months after the launch of the updated version. A team of about 20 IT specialists from various specializations are to be involved: Java and Drupal developers, business analysts, testers, performance analysts and cybersecurity specialists. Participation in the development of the Lviv Resident Portal is another opportunity for our company to apply its expertise and best world practices in the development of digital solutions in Ukraine. Together with the people of Lviv, we will stimulate the development of online services and the digital economy in our country. I am confident that after the portal is upgraded, city residents will receive a qualitatively new experience from using public services. With the help of the upgraded Resident Portal, users will be able to: submit documents for a large number of administrative services; submit an appeal or request to the Lviv City Council; monitor the status of consideration of submitted documents and the history of their appeals. The portal will provide various ways to identify a resident: BankID, MobileID and electronic digital signature. The project also provides for integration with the document management system of the Lviv City Council, which will allow one not only to submit documents online, but also to receive the results of services in electronic form. The results obtained will be confirmed by the electronic signature of the official who issues the document. Another aspect of the site will be the payment module. This feature will be useful to residents ordering those services requiring payment or having administrative fees. The module also provides for the payment of parking fines, taxes, etc. The project team expects the first beta version of the updated Resident Portal to be available in early October.
