Inclusive Social Recovery in Ukraine: Key Priorities Discussed at Wilton Park Conference

27/ 03/ 2026
Yuliia Melnyk, Deputy Director for Corporate Development at the European Business Association, took part in the German-British Wilton Park Conference “Reform Priorities for an Inclusive Social Recovery in Ukraine”, held on March 17–19 at Schloss Ziethen (Germany). The event brought together over 60 representatives of the Government of Ukraine and international partners, financial institutions, businesses, think tanks, and civil society for an open discussion on one of today’s key challenges: how to ensure an inclusive social recovery of Ukraine during and after the war. Key discussion points included: social recovery as an integral part of economic development and macroeconomic stability transformation of the social protection system — from status-based to needs-based integration of internally displaced persons (IDPs), veterans, and returnees into the labor market demographic challenges and engagement of different population groups in economic activity the need for coordinated actions by the government, business, and international partners Participants emphasized that social recovery must become one of the central priorities of Ukraine’s reconstruction, as sustainable economic growth is impossible without investing in people, systems, and trust. Involving in such events is not only about exchanging expertise, but also about shaping a shared vision for Ukraine’s recovery together with the international community. We thank the organizers — Wilton Park, BMZ, and FCDO — for providing a platform for a meaningful and in-depth dialogue. We continue working on solutions that matter for Ukraine’s social recovery and its future.

Key discussion points included:

  • social recovery as an integral part of economic development and macroeconomic stability
  • transformation of the social protection system — from status-based to needs-based
  • integration of internally displaced persons (IDPs), veterans, and returnees into the labor market
  • demographic challenges and engagement of different population groups in economic activity
  • the need for coordinated actions by the government, business, and international partners

Participants emphasized that social recovery must become one of the central priorities of Ukraine’s reconstruction, as sustainable economic growth is impossible without investing in people, systems, and trust.
