Alcohol importers discuss technical challenges in implementing the eExcise system

  On 20 June, a working meeting was held between business associations, relevant ministries, and alcohol importers to discuss the technical aspects of implementing the electronic traceability system for excisable goods – eExcise. During the meeting, Anton Yeliseiev, Chairman of the European Business Association’s Committee on Alcohol Import and Trade, stressed the need for at least 10 months of comprehensive testing of the eExcise system after it is technically ready. This timeframe is necessary due to the complexity of integration with companies’ internal ERP systems, staff training, and verifying the stability of the traceability chain, from manufacturer or importer to end consumer. Business representatives emphasised that this period should begin only once all key components of the system are fully operational, including the software required for offline functionality. One of the key obstacles to implementation identified by participants was the lack of an approved secondary legal act regulating the labelling of excisable goods. As a result, the business community urged the Ministry of Finance of Ukraine to accelerate the adoption of the relevant regulation. Company representatives also warned that, without legal amendments ensuring sufficient time to test all components of the system, the legal circulation of excisable goods may be disrupted from 1 January 2026. This could, in turn, reduce budget revenues and destabilise the market. Furthermore, without a finalised version of the system, it is impossible to ensure reliable integration with companies IT infrastructure, which jeopardises the smooth operation of the new traceability model. The business community is expecting clear timelines from the Government regarding the adoption of all necessary regulations and the completion of a full version of the eExcise system. At the same time, companies are ready to take an active role in preparing the legislative framework.
