EBA calls to unblock the import of samples of innovative PPPs

  Tomorrow, December 1, the Verkhovna Rada may decide to unblock the import of samples of innovative plant protection products for research and state testing by the adoption of the draft Law №2289 of October 18, 2019, which has been awaiting consideration in the Parliament for more than a year. The draft law provides for amendments to Article 4 of the Law of Ukraine On Pesticides and Agrochemicals  to remove the rule requiring that unregistered pesticides should have the state documentary registration in the country of their production to be imported and used in Ukraine for state testing and research, which in practice cannot be done. It should be noted that this rule does not exist in the legislation of the EU and other developed countries and did not exist in the legislation of Ukraine until December 2015. But since 2016, manufacturers of innovative original plant protection products have faced the actual impossibility of conducting research and state testing and, subsequently, the state registration of PPPs in Ukraine due to the above requirement. As a result, the losses of farmers due to low yields amount to about UAH 3 billion annually. In 2018, the leading manufacturers of original PPPs were forced to reduce investment in research in Ukraine by 60%, and in 2019 - by more than 80%. About 95% of innovative drugs remain blocked. Therefore, the situation needs to be resolved immediately. Innovative PPP of the new generation could significantly increase the level of the greening of agriculture, namely, to reduce the amount of PPP by 30-40% and increase the safety profile. Besides the economic effect, the adoption of the draft law №2289 will bring a tangible and positive environmental effect. On November 13, 2019, the Verkhovna Rada Committee on Agrarian and Land Policy recommended the Verkhovna Rada to adopt this Draft Law as a basis and as a whole as a Law. During the fourth session of the Verkhovna Rada of Ukraine of the ninth convocation on;y, the draft law was on the agenda six times.
