EBA calls for the adoption of the price changes declaration procedure proposed by the Mineconomy

  The European Business Association is pleased to announce that in response to our request, the Ministry of Economy of Ukraine has developed a draft Cabinet Resolution to make important amendments to Resolution № 341 concerning the procedure for the declaration of changes in retail prices for goods of significant social significance and anti-epidemic goods. In particular, the Ministry of Economy proposes to introduce the following changes. The first is to reduce the period that should pass after the declaration of new prices for goods – up to three days if a price change is of 5% or more. Previously, retailers have repeatedly noted that due to long deadlines they had to refuse to sell the goods despite their actual availability in stock. Secondly, this document proposes to exclude some types of products from the list of goods of significant social significance, namely non-carbonated mineral water. As well as the list of anti-epidemic products for the fight against Covid-19. This includes 13 non-specific medical products such as protective and laboratory suits, gloves, gauze, various detergents, and disinfectants, and more. The EBA supports such changes and advocates the adoption of the draft resolution as soon as possible. At the same time, the EBA experts would like to note once again that the current declaration mechanism is very complex and does not allow to automate the process. Currently, businesses can spend up to three business days a week just declaring new prices. In this regard, the EBA experts propose to change the format of the declaration so that it is possible to declare a change in price for several or all establishments of the retail network, and not to submit a separate declaration for each individual trade establishment. It is also necessary to automate the transfer of information to the website proposed by the State Service of Ukraine on Food Safety and Consumer Protection where the price is declared.
