EBA calls on a dialogue with the State Architectural and Construction Inspectorate

  Over the last three months, we at the European Business Association have received a lot of complaints from businesses regarding the obtainment of permits from the State Architectural and Construction Inspectorate of Ukraine (DABI). Among the key issues is a significant delay in the processing of applications for commissioning of the facility and the issuance of certificates of commissioning of facilities, the delay in making changes to building permits in connection with the adjustment of design documentation. Moreover, on some issues, the business receives refusals, for example, making changes to the general technical plan of the main facility to expand the production capacity of the existing facility, etc. Besides, some EBA member companies emphasize that the Diia system does not upload existing documents or does not recognize previously submitted documents (for example, the system does not upload the electronic act that ascertains that the facility is operational in the case of submission of documents for certification issued for the commissioning of the completed facility). And due to the lack of technical support from the State Architectural and Construction Inspectorate of Ukraine in this area, companies do not have the opportunity to seek help or advice in case of technical problems when submitting documents. The situation is complicated by the fact that the DABI is currently being reorganized, which in practice leads to a lack of normal communication. For example, when the business has questions to clarify, it is impossible to call the phone numbers provided for feedback on the DABI website, as well as no one answers the official letters or e-mails listed on the DABI website. It takes time and considerable efforts of specialists to get the job done. And we appreciate it very much and are ready to support all quality initiatives. However, this in no way explains the lack of dialogue. This, a lot of time has passed since the start of DABI reform. However, unfortunately, we have not been able to build cooperation during this time, and there is no feedback on inquiries and requests for clarification of certain aspects of the business. I hope this will be fixed soon. After all, the losses of business from this situation are simply enormous, and, accordingly, the shortfall in the state budget. Therefore, the European Business Association appeals to Serhii Halytsyn – Chairman of the State Architectural and Construction Inspectorate of Ukraine to establish cooperation with transparent business.
