EBA welcomes adoption of the draft law “On the Safety and Interoperability of Railway Transport of Ukraine”

10/ 06/ 2026
The European Business Association welcomes the adoption by the Verkhovna Rada of draft law No. 14174 “On the Safety and Interoperability of Railway Transport of Ukraine”. This is an important step within the framework of Ukraine’s commitments under the Ukraine Facility, as well as towards harmonising Ukraine’s railway sector with European standards of safety, technical and operational interoperability, and further integration into the single European transport area. At the same time, the business community expects the continuation of a comprehensive reform of the railway sector. The adopted law is an important part of the European integration process; however, the next necessary step should be the adoption of comprehensive legislation that would fully deregulate the sector, establish transparent and competitive market rules, and open access to private traction. The Association remains ready to contribute to the further reform process and expresses its gratitude to the Verkhovna Rada Committee on Transport and Infrastructure, the Ministry for Development, and JSC “Ukrzaliznytsia” for their work on launching railway sector reform.
