EBA discusses current agricultural sector issues with the Minister of Agrarian Policy

10/ 09/ 2026
The European Business Association held a meeting with Taras Vysotskyi, Minister of Agrarian Policy and Food of Ukraine. Among the Ministry’s key priorities are ensuring the stable operation of the agricultural sector and maintaining export opportunities amid the war, as well as continuing Ukraine’s European integration. Particular attention during the meeting was paid to war risk insurance. Against the backdrop of intensifying attacks on businesses, the need for accessible insurance programmes covering losses caused by shelling is increasing. According to the Ministry’s estimates, losses incurred by civilian businesses as a result of the war could reach $2 billion annually. At the same time, the insurance market lacks sufficient capitalisation to cover such risks. Therefore, the Government plans to attract additional funding, including from international donors and partners. The Minister also outlined plans to expand grant programmes and investment compensation mechanisms to support businesses and stimulate the development of processing industries. The participants also discussed current foreign trade issues amid limited logistics capacity. In particular, the discussion covered tariffs and quotas on agricultural products, imports, the operation of the grain corridor, the relocation of production and commodity stocks, as well as further cooperation with the EU. The Association thanks Taras Vysotskyi and the Ministry’s team for maintaining regular dialogue and paying attention to the pressing issues faced by businesses.
