EBA discussed the mechanism for compensation of losses and business insurance with the ECA team

  On 26 November, an extended meeting of the European Business Association’s Committee on Ukraine Recovery was held with the Head of the Export Credit Agency of Ukraine, Ruslan Hashev, and his team. The focus of the meeting was the discussion of the provisions of the Government’s announced resolution concerning the mechanism for compensating businesses for damaged property and insuring against war risks. The resolution is currently at the final stage of technical and legal adjustments and is expected to be published in the near future. The proposed mechanism will allow direct compensation for losses suffered by enterprises located in frontline and high-risk areas, as well as partial compensation of insurance premiums for businesses in other regions of Ukraine. Under the direct compensation scheme, a company may receive up to UAH 10 million, but no more than the actual loss incurred. Under the insurance premium compensation scheme, the amount may reach up to UAH 1 million. At the same time, to participate in the programme, a company must meet certain criteria. The compensation amount will be reduced by any previously received compensation or other state aid or grants. State-owned and municipal enterprises will not be eligible for the programme. The programme will apply only to new losses. The preliminary cost of insurance for enterprises is expected to be 1%. Payments will be made in the order in which applications are received. The state budget allocates UAH 1 billion for the programme, but following an analysis of business demand, this amount may potentially be increased. EBA representatives commented on business needs regarding compensation for lost property, provided feedback on the proposed mechanism, and offered additional suggestions.
