Experts of the ЕВА participated in parliamentary hearings on the digitalization of design processes

  Representatives of the ЕВАs Committee on Ukraines Recovery took part in the hearings of the Committee of the Verkhovna Rada of Ukraine on the organization of state power, local self-government, regional development, and urban planning on the topic of Digitalization of Design and Expertise Processes for Transparent Reconstruction. During the hearings, participants discussed the recommendations of the relevant Parliamentary Committee aimed at improving the quality of construction project documentation, including through the use of digital tools, as well as the overall efficiency of project documentation review processes. Speaking at the hearings, Viktoria Kulykova, Head of the Committees Department of the European Business Association, noted that the EBA consistently supports initiatives aimed at the digitalization of permitting processes and the digitization of public services, as these significantly reduce the time and financial costs for businesses and promote transparency in processes. Among other things, the EBAs Recovery Committee also supports the adoption of Draft Law No. 6383 on the introduction of Building Information Modelling (BIM technologies), which has been awaiting its second reading in Parliament since 2022. The bill aims to strengthen the legal framework regulating Ukraine’s construction industry, including streamlining procedures, reducing bureaucratic barriers, digitizing processes, and increasing the efficiency of the construction sector as a whole. Therefore, the EBAs Committee hopes for its swift consideration and adoption in the second reading. The hearings were attended by interested representatives from businesses, design organizations, ministries, and agencies, including the Ministry of Communities and Territories Development, the Ministry of Digital Transformation, the Ministry of Culture, and the State Inspectorate of Architecture and Urban Planning of Ukraine, among others.
