Ukraine must be more active in fulfilling its environmental and climatic commitments under the Association Agreement

  “The experience of EU members and the strategy of economic development of Ukraine should be the basis for the revision of the Association Agreement with the EU”, – stated the EBA Industrial Ecology and Sustainable Development Committee members during a meeting with the Ministry of Environment on updating Annexes XXX Environmental Protection and XXXI Climate of the Association Agreement on January 28.  According to the Report on the implementation of the Association Agreement between Ukraine and the EU, in 2019 the current progress in the implementation of the Agreement amounted to 37% of the planned volume of tasks during the year. Particularly, progress in the field of Environment amounts to 28%, and for the first 9 months of 2020 - 25%. The business supports the need to review the environmental and climatic provisions of the Agreement to implement it more effectively, and identifies 3 key factors to consider: Experience of EU member states. This concerns the definition of the deadlines required for the transition to the new environmental standards and requirements, as well as the amounts and sources of funding. For example, the EU has spent around 30 years implementing eco-modernization and energy efficiency measures in companies and implementing new environmental standards and has provided financial support to member states of more than € 400 billion. In Ukraine, this is expected for 4 years, provided there are no government incentives and access to financial resources. The EBA member companies are convinced that the revision of the Agreement should help solve problems with financing the implementation of certain provisions of the directives in the field of air quality, industrial pollution and man-made threats, climate change and ozone protection, etc. Compliance with European Green Deal policies. Ukraine was one of the first to declare its intention to join the EGD and already on December 1, 2020, the elements of the draft Position Paper on Ukraines participation in the EGD were published for public discussion on the website of the Ministry of Economy, which includes Ukraines environmental and climate policy defined in Annex XXX and Annex XXXI to the Association Agreement. Thus, we consider it expedient to reflect in the updated version of the Agreement the provisions on the implementation by Ukraine of a number of EGD initiatives on which an agreement will be reached between Ukraine and the EU. Business consultations on updates of Annexes XXX and XXXI. The introduction of new EU regulations into Ukrainian legislation will significantly change the legal framework for many enterprises in Ukraine and will also require significant investments. That is why it is important to ensure the gradual and predictable development of legislation in this area. We hope that further fruitful cooperation and consideration of the positions of the business community will contribute to the success of Ukraine and Ukrainian business on the path to European integration!
