EBA сalls on MPs to support a temporary moratorium on export duties for certain oilseed crops

The European Business Association has appealed to the Verkhovna Rada of Ukraine regarding draft law No. 15522, which provides for the introduction of a temporary moratorium on the application of export duty on seeds of certain types of oilseed crops. The Association has repeatedly drawn attention to the negative consequences of restricting soybean and rapeseed exports and has emphasised the need to review the relevant decision. As a reminder, a 10% export duty on soybeans and rapeseed was introduced by Law No. 4536-IX of 16 July 2025. Amid the full-scale war, farmers are already suffering significant financial losses due to the destruction of and restrictions on traditional sales channels, as well as rising fuel, fertiliser and logistics costs. Under current conditions, grain crops are often unprofitable for producers, while oilseeds remain almost the main support for the profitability of crop farming. In the view of the business community, state policy should be aimed at preserving farmers incomes and supporting their capacity to continue production under wartime conditions. A temporary abolition of the export duty would allow farmers to obtain a higher price for their produce and preserve the competitiveness of the Ukrainian agricultural sector. At the same time, unimpeded and competitive exports of agricultural products would help preserve foreign currency earnings, support the economy and the state budget, strengthen Ukraines position on world markets, and guarantee global food security. The European Business Association therefore calls for draft law No. 15522 to be included on the agenda of the next plenary session of the Verkhovna Rada and adopted in full as soon as possible. Business is convinced that supporting the export potential of agriculture should remain one of the priorities of state economic policy, both during and after the war. A corresponding letter has been sent to the heads of the relevant parliamentary committees and to the Minister of Agrarian Policy and Food of Ukraine.
