EBA participates in the presentation of the State Service of Geology and Subsoil’s public report

  On 25 February, experts of the European Business Association took part in the presentation of the public report delivered by the Acting Head of the State Service of Geology and Subsoil of Ukraine, Leonid Muzykus, on the agency’s performance in 2025 and its plans for 2026. During the event, the Service informed participants about its key achievements in 2025, including: improvement of the regulatory framework in the field of subsoil use; implementation of Law No. 4154-IX on updating the National Programme for the Development of Ukraine’s Mineral Resource Base until 2030, as well as the regulation of certain issues concerning minerals and components of strategic and critical importance; further development of online administrative services and ensuring access to public information. As part of the discussion, Yurii Andriiv, Committees Manager at the European Business Association, raised issues related to unscheduled state geological supervision measures, in particular: the identification of other groups of minerals that may fall within the scope of inspections, in addition to critical minerals and hydrocarbons; the need to publish the list of subsoil users selected for audit; business expectations regarding approaches and procedures for conducting inspections in 2026. The Association will continue to monitor regulatory initiatives in the field of subsoil use and represent the business community’s position to ensure transparency, predictability and effective dialogue with public authorities.
